Assignment Title: PREPARATION OF PRE-QUALIFICATION DOCUMENTS

The Republic of Armenia has received a SREP Grant from the Climate Investment Funds Scaling-up Renewable Energy Program in Low Income Countries (SREP) (administered by the International Bank for Reconstruction and Development (IBRD)) toward the cost of the Preparation of Utility-Scale Solar Power Project, and intends to apply part of the proceeds for consulting services. The Project is implemented by the Armenia Renewable Resources and Energy Efficiency Fund (Client).

Objective

The objective of this assignment is to assist Armenia Renewable Resources and Energy Efficiency Fund (the R2E2 Fund) in the preparation of the Pre-Qualification (PQ) documents for tendering the first utility-scale solar plant, Masrik-1, of about 50 MW. The purpose of running a PQ process is to: (i) ensure that the client’s interest is communicated clearly to the market, (ii) determine the extent and nature of interest from private sector players, and (iii) pre-qualify a competitive number of qualified firms/ consortia in a transparent way

Tasks and Responsibilities of Consultant

The Consultant will be responsible for preparation and presentation of pre-qualification package: this will include all the necessary request for qualification (RFQ) documentation, including advertising material.

The project will follow standard commercial practices for procurement of IPPs. The Consultant should thus not use World Bank standard procurement documents as the reference for preparing the PQ documents. He/she will however need to ensure that the PQ documents comply with the basic principles of value for money, economy, integrity, fit for purpose, efficiency, transparency and fairness.

Qualifications

The candidate shall have the following qualifications:

  • At least MSc degree in engineering, economics, finance or other relevant field.
  • At least 3 years of experience in procurement capacity in private power projects.
  • At least 5 years of experience in preparation of bidding documents, including Requests for Proposals (RFP) and Pre-qualification documents (PQs), for international competitive procurement of private sponsors/developers for power generation projects, including solar.

Duration of the assignment – 20 days.

The Renewable Resources and Energy Efficiency Fund (R2E2 Fund) now invites eligible consultants to indicate their interest in providing the services. Interested Consultants should submit their CVs, which contain information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selection criteria are:

  • General qualification -30 points
  • Specific experience – 70 points

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, Revised July 2014. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
