Energy Sector Administration

The President of the Republic of Armenia

The President of the Republic of Armenia is the head of the state. After the receipt of the Law adopted by the National Assembly, the president of the Republic of Armenia signs and promulgates it within a period of twenty-one days.Within that period he may return the Law adopted by the National Assembly with objections and proposals to the National Assembly – demanding a new discussion. Within a period of five days he signs and promulgates the Law adopted again by the National Assembly. The President of the Republic of Armenia promulgates decrees and orders which cannot contradict the Constitution and the laws of the Republic of Armenia and are subject to be carried out in the whole territory of the Republic of Armenia.

The Government of the Republic of Armenia

The executive power is the component of the state apparatus (state system) and the state apparatus is the unity of the state bodies, which performs the daily management of public life based on the principle of power division: legislative, executive and judicial. The Government is an executive power body including all the ministries of RA in its structure. During its daily management operation it takes resolutions, which are subject to be carried out in the whole territory of the Republic of Armenia. The Government consists of the Prime Minister and ministers. The Government develops and carries out the internal (home) policy of the Republic of Armenia and carries out the foreign policy together with the President of the Republic of Armenia. All the issues that are not preserved by law to other state or local authorities are subject to the Government competency.

National Assembly of the Republic of Armenia

Under Article 62 of the Constitution the legislative power in the Republic of Armenia is carried out by the National Assembly of the Republic of Armenia. Preserving the competence of the legislative power implementation to the National Assembly, the Constitution stipulates with this an important principle according to which no law can be adopted in RA unless it is discussed by NA and has won its approval. The main function of RA is the legislative activity. NA is a legislative body having some peculiarities: it is the Parliament of the Republic of Armenia, the highest representative body and the only
legislative body of the Republic of Armenia.

Ministry of Energy and Natural Resources of the Republic of Armenia

Ministry of Energy and Natural Resources of the Republic of Armenia is a republican body of executive power which develops and provides the implementation of the RA Government policy in the sectors under its competence by law, other legal documents and regulations. The authorizations of the Ministry are established by the laws of the Republic of Armenia, by decrees and orders of the President of the Republic of Armenia and resolutions of the Government of the Republic of Armenia as well as by international contracts of the Republic of Armenia.  The objectives and tasks of the Ministry are: provision of energy efficiency and renewable energy sector policy development and implementation, provision of the state policy of state technical control in the power sector and energy consumption field, provision of energy independence of the Republic of
Armenia and etc.

Public Services Regulatory Commission of the Republic of Armenia

From necessity of solving many problems urgently and completely, on 3 April 1997 by the decree of the President of the Republic of Armenia the Energy Commission of the Republic of Armenia was established. On 25 December 2004 it was renamed Public Services Regulatory Commission according to the Law of the Republic of Armenia “On Public Services Regulatory Body” adopted by the National Assembly of the Republic of Armenia. The Commission performs regulatory operations in the following fields:
a) energy sector including electricity supply, heat supply and gas supply systems,
b) water system including drinking, irrigation and process industrial water supply, water drainage and wastewater (sewage) treatment.
c) telecommunication (electronic communication) sector.
