Objective

Background

The objective of the Geothermal Exploration Drilling Project (GEDP) is to confirm the potential of geothermal energy in the Karkar (Armenia) region.The Karkar geothermal area is situated in southern Armenia, at 3000 meters elevation, close to the border with Nagorno-Karabakh.A drilling contractor will be contracted to carry out the drilling under the supervision of the Client, which be supported by a Technical Supervision Consultant.

The GEDP will be carried out in two phases.  Phase I will include drilling of one or two slim wells (with liner diameter of 3 ½ inches) to a depth of 1,200-1,500 meters at the Karkar geothermal site in order to confirm the nature of the low resistivity layer located at 500-1,000 meters and to measure the temperature just below it. The temperature at the target depth is not known but two possibilities are envisioned; a high enthalpy geothermal conditions, (>250ºC) or intermediate to low enthalpy conditions less than 100 ºC.The decision on whether to drill the second slim well will be made after drilling the first one and will depend on whether or not the information obtained from the first well is conclusive regarding the nature of the geothermal resource.

 

Scope of work

The services under this contract (“the Services”) will include logging during drilling, execution of completion tests and discharge tests once the wells have been completed.  The design of the discharge tests will depend on the nature of the geothermal resource.  The Consultant will thus have to have the human and technical capacity to carry out discharge test of a flashing well or flow test of a liquid dominated well depending on the outcome of the drilling. The consultant will need to provide all logging tools and equipment as well as equipment for completion and discharge/flow testing, with the exception of water pumps for injection tests at the end of drilling, which will be provided by the drilling consultant.

Timeframe

 

Services will be provided approximately during 4 months, starting from the beginning of June 2016 and completing in late September 2016.

The Armenia Renewable Resources and Energy Efficiency Fundnow invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:

 

  • General Experience in well logging and well testing of drilling projects in the last 10 years (max 50 points)
  • Specific Experience in well logging (including PTS and CBL logging) in geothermal drillingprojectsand in discharge testing of high and low enthalpy wells in the last 10 years (max 50 points)

The Client is looking for a Technical Supervision and Support Consultant (TSSC) to provide technical supervision of the drilling operation; review of the results and findings of well logging, mud logging, flow testing, and chemical analyses of cuttings, onsite geology; as well as provision of other technical advice and support related to the assignment, including evaluation of bids for drilling contractor and other specialty contracts. Given the lack of relevant geothermal expertise in Armenia, the R2E2 Fund will hire a TSSC (specializing in management of geothermal drilling projects) to provide the necessary technical, coordination and project implementation support that is required to execute a timely and cost-effective drilling operation.

Scope of work

The scope of the present assignment is limited to Phase I of the Geothermal Exploratory Drilling Project (GEDP). This will include drilling of one or two slim wells (with liner diameter of 3 ½ inches) to a depth of 1,200-1,500 meters at the Karkar geothermal site in order to confirm the nature of the low resistivity layer located at 500-1,000 meters and to measure the temperature just below it. The decision on whether to drill the second slim well will be made after drilling the first one and will depend on whether or not the information obtained from the first well is conclusive regarding the nature of the geothermal resource. The coordinates of the two slim wells were determined through field investigations works. Details will be provided in TOR.

The TSSC geothermal technical team will assist the Client through the duration of Phase I of the GEDP. The consultant should be available from early-mid February. Drilling is expected to take place in the period of June-September 2016. The TSSC will need to have a team of experts available. This includes an on-site drilling supervisor, a reservoir engineer with experience in well testing, a borehole geologist and a geochemist. The TSSC will provide overall program coordination and technical management of the drilling operations and interpretations of well investigations and well testing. The TSSC will help to manage the Drilling Service Company (DSC) contract and any additional contracts for well testing and logging.

 

The Armenia Renewable Resources and Energy Efficiency Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selection criteria are:

  • Experience in supervision of geothermal drilling projects and well testing in the last 10 years (max 45 points)

  • Experience in geothermal drilling and well testing and interpretation of data collected during drilling and testing in the last 10 years (max 45 points)

  • Relevant professional experience of working in Armenia (max 10 points)

Contract Title: Drilling of Two Slim Wells

1.         The Republic of Armenia has received financing from the World Bank toward the cost of the Geothermal Exploratory Drilling Project, and intends to apply part of the proceeds toward payments under the contract for Drilling of Two Slim Wells.

 

2.         The Renewable Resources and Energy Efficiency (R2E2) Fund now invites sealed bids from eligible bidders for drilling two slim wells (with diameter of 3.5 inches) on the Karkar Site to a maximum depth of 1,500 meters in order to confirm the nature of the low resistivity layer located at 500-1,000 m and to measure the temperature just below it, to be performed within a four months duration. In order to qualify for the Contract a Bidder must have experience in similar drilling services and adequate resources, as detailed in the Bidding Document.

 

3.         Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised on July, 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5.  Qualification requirements include:

 

a/ Average Annual Turnover – Minimum average annual turnover of US$ 8.0 million, calculated as total certified payments received for contracts in progress and/or completed within the last three years, divided by three.

b/ General Experience – Experience under drilling contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last five years, starting 1st January 2010.

 

c/ Specific Experience

(i) A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2010 and application submission deadline: two contracts, each of minimum value of US$ 2.5 million.

(ii)               Successful experience in drilling deep slim wells to depths of 1200-1500 meters or more. At least one contract successfully completed during the past three years.

d/ Financial Capabilities – The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements estimated as US $ 3.0 million for the subject contract(s) net of the Bidders other commitments

 

 

6.         A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 100.
